Plastic Man #9 (On Sale: January 16, 1968) features another cover by Jack Sparling (was there an editor at this time that Sparling was not working for?)
"Joe, the Killer Pro" is by Arnold Drake and Jack Sparling. After Plastic Man foils several assassinations, Mr. Thisbey, head of an organization of assassins hires Killer Joe to go after Plas. First Joe tries to frame Plastic Man for murder, but fails. Joe then abandons subtlety and tries to kill Plas using several different strategies. Plastic Man outwits the killer saving his own life and exposing Thisbey is the process. Both the assassin and his boss are then taken to prison.

interesting perspective on this cover!
Again,...this looks very, very much like NEAL ADAMS inked it...Just looking at the crow-quilled/thick & thin inking of the folds in the suit, right away says ADAMS to me...
Or, SPARLING studied & mastered ADAMS' style & techniques very efficiently...
Asking ADAMS himself, is the only way to know for sure...
I think Sparling was just doing a very good job here. I know what you are talking about in the clothing, particularly the fellow in the background and the pants in the foreground, but I don;t buy it as Adams. There is something tentative in the inking of the left knee, the Adams would have not had a problem with and the same goes for the coat arm. The strokes are good, but they are not sure and Neal was always sure in his strokes. Also, there is a clunky stiffness in the hand holding the bomb that is not Adams at all.
Oh, and Neal and I haven't been on speaking terms for about 32 years.
